Only those who meet the following requirements will be eligible:

• Individuals who are sole entrepreneurs or will become one through the submitted  project.

• Trading companies, Agricultural Transformation Societies, Cooperatives, worker-own companies and any other entity, either association or society, with legal personality contained in the current legislation.
• Co-ownerships or other community-type institutions, which, although lacking legal personality, are able to carry out the investments or activities which lead to the grant award.
• Foundations or associations of local, provincial or, at most, regional nature, that, lacking profit in the terms established by Law 49/2002 of 23 December 2002 on tax treatment of nonprofit institutions and on tax incentives to patronage, pursues general interest aims related to social assistance, social inclusion and health promotion and care for people at risk of exclusion due to economic, cultural or disability reasons.
• Special Employment Centers, created under the law on social integration of disabled people.
• Local public entities with a sphere of action smaller than the provincial territory.
