Submission deadlines:

• For non-production projects, the aid application deadlines will be announced in the corresponding calls for proposals, according to the current management procedure of the Local Action Group.
• For production projects, the deadline for submitting applications is 31 October 2013.

Steps to follow in applying and processing aids under the LEADER program:

1. Previous consultation

The technicians of the Group will attend to the requests of the promoters interested in developing a project, by providing information and documentation.

2. Aid applications
Aid applications must be submitted, depending on the nature of the project, along with the documents indicated in the documentation section.

3. Non-start certification

During the 15 calendar days following the application date, technicians of the Group will make a visit to certify the non-start of investments.

4. Approval of proposals

The Decision body of the Group will issue the approval or denial resolution of proposals, within 3 months upon receipt of submission of all required documents.

5. Communication of approval to the applicants

The resolution granting the aid will be notified to the beneficiary within 15 days from its adoption.

6. Aid acceptance

The beneficiary has 15 days from receipt of approval to expressly accept or reject the aid.

7. Signing of Aid Contract

The contract must be signed no later than 30 calendar days upon receiving all documentation required in the communication of approval of the proposal.

8. Commencement of works
The investment project should start within a maximum of 3 months from the date of signing the Aid Contract. The developer can make a request for an extension period to start works, which must be conveniently justified. The Board of directors shall examine the request and approve or reject it.

9. Investment execution
The investment must be completed within the established deadline. As a rule, the deadline is 18 months from the commencement date, with developers being able to apply for an extension of another 9 months.

10. Project-tracking
Experts of the Group will make site visits during project execution.

11. Justification of the project.
The beneficiary must report the completion of the project and submit the required documentation.

12. Investment certification
The group will verify, materially or documentarily, the investment execution or the grant spending.
The deadline for final certification of all records is 30 September 2015.
13. Payment of the aid.
The grant payment will be made after the certification date or from submission of bank guarantee or 5-year from the payment of the aid.

14. File tracking
Acquired commitments must be maintained for at least 5 years after the certification of the record.
